No, they are not, although starting souls may be restricted by faction. However, you can just get a soul later on and it you won't be faction-restricted.--Ciovala ^Talk 08:51, 18 August 2010 (UTC)

more/better descriptions

I think each soul should not just have a copy/paste generic description. It should have a clear cut and to the point description like, "This soul is a burst healing soul." or something like that.
