Including the "loose ends"?

I've been doing some thinking about a lot of the lose ends and how/whether to incorporate them. Things like the A Royal Proclamation and Maura Reinhard. Part of me feels really silly including pages for them because, honestly, who is going to go looking for something like that? But then I got thinking... somewhere down the road, those might be important pieces. An NPC with the last name of Reinhard might appear, for example. Wouldn't it be helpful if we already had those "loose ends" in place so that if something came up and someone searched the wiki, they came across this tidbit of Maura and her journal?

What do you guys think? They may not ever be useful pages, but I can't help but think that it doesn't hurt to have them, while down the road it might turn out to be very helpful to have them. Thoughts? Opinions?
