To obtain the item quest for Declawed you need to kill the named mudslinger Goremouth. Goremouth spawns in the Tearfall Catacombs, the naga cave next to Tearfall Creek.
This quest counts towards the Trophy Hunter and Gloamwood Samaritan achievements.
